TAAS to deliberate on scaling out innovations for smallholder farmers

TAAS will honour Uma Lele with MS Swaminathan Award for Leadership in Agriculture and the event will be followed by a Dialogue on "Incentives and Strategies for Scaling Out Innovations for Smallholder Farmers" on October 30-31, 2017

Trust for Advancement of Agricultural Sciences (TAAS) chaired by  RS Paroda will be  organising MS Swaminathan Award for Leadership in Agriculture followed by Policy Dialogue on "Incentives and Strategies for Scaling Out Innovations for Smallholder Farmers" on October 30-31, 2017 in New Delhi. 

Every year TAAS recognises eminent and proven scientist from across the globe who have done pioneer work for the upliftment of Agricultural Science for the benefit of humanity and bestow them with prestigious ‘MS Swaminathan Award for Leadership in Agriculture’. Starting from year 2005, the TAAS has already recognized eight scientists and this Award was given to persons like Noble laureate Norman E Borlaug, Gurdev Khush, Surinder Vasal, Prof. Rattan Lal, Sanjay Rajaram, MC Saxena, Willium D Dhar and Thomas A Lumpkin. 

The 9th MS Swaminathan Award for Leadership in Agriculture will be presented to Uma Lele, Former Senior Advisor, The World Bank on October 30, 2017. Lele is a highly accomplished agricultural economist known for her work on Food and Agricultural Development. She has over four decades of rich experience in research, operations, policy analysis and evaluation of development assistance. She has served in many capacities for different international organizations such as the World Bank, FAO, CGIAR, IFAD, UNICEF, UNDP, Rockefeller Foundation and Bill & Melinda Gates Foundation. 

Her critical evaluation of the World Bank’s Forestry Policy had led the Bank to revise its strategy to lay greater focus on poverty reduction besides conservation and use. Her famous Meta evaluation of the CGIAR led to the rethinking by the World Bank and other donors of CGIAR’s role in meeting emerging new challenges wherein two of the original pillars of the CGIAR had been weakened over time: the rise of genomics and of intellectual property rights, mainly due to the increasing role of the private sector in agricultural research. 

Her other work which has received considerable recognition has focused on the substantial geo-climactic and institutional diversity, requiring development interventions suited to particular circumstances, and the need for capacity building with a focus on ‘learning by doing’ approach. A consistent underlying theme of her international work has been the divergence in the assumptions determining public interventions and the reality on the ground. Lele is an ardent champion of capacity development, especially in developing countries. 

The Award Function will be followed by a Policy Dialogue on "Incentives and Strategies for Scaling Out Innovations for Smallholder Farmers." It aims to deliberate on issues: 

1. Learning more about  agri-innovation in India and experiences in and pathways of their dissemination

2.Identification of technology and innovations, including farmers innovations, which are critical for agriculture development and required investment and other support for outscaling

3.Role of various actors in the innovation system and other stakeholders in the out-scaling and partnerships among them, with focus on public-private partnership

4.Institutional and policy reforms necessary for outscaling innovations and incentives for the innovators.

2.Understanding of incentives and rewards for innovators that are critical for scaling out innovations

3.Faster innovation delivery to accelerate agricultural growth in India.
